National WASH Consultant - WASH Sector Development, Policy and Coordination

UNICEF Bangladesh supports the Government of Bangladesh in strengthening national systems and fostering an enabling environment for inclusive, equitable, safely managed and climate-resilient water, sanitation and hygiene (WASH) services. This support focuses on mobilising political commitment, securing stakeholder buy-in, re-establishing and operationalising the Sector Development Plan (SDP) 2026-2040 thematic groups, mobilising resources and providing technical assistance for sector-wide strategies.

The consultant will provide dedicated technical support to the Policy Support Wing (PSW) of the Local Government Division, Ministry of Local Government, Rural Development and Co-operatives, strengthening its capacity for evidence-based policy development, planning, coordination and budgeting, and building the capacity of sector stakeholders. The consultant will also help strengthen coordination among WASH actors across five ministries and nine line departments and agencies, including through the Water Supply and Sanitation Forum, the Local Consultative Group on WASH and Urban, and the eight SDP thematic groups. This is a 12-month, office-based (with travel) consultancy open to nationals only; the full Terms of Reference are linked from the UNICEF vacancy page.

দায়িত্ব

• Support the review, development and dissemination of WASH sector policies, strategies, costed action plans, guidelines, standards and protocols reflecting SDG 6, climate resilience and inclusion
• Strengthen government capacity in planning, budgeting, monitoring and sector financing
• Foster cross-sectoral collaboration around WASH systems
• Operationalise the Water Supply and Sanitation Forum, the LCG on WASH and Urban, the eight SDP thematic groups and other coordination platforms
• Provide technical support to the Policy Support Wing of the Local Government Division

যোগ্যতা

• Master's degree in social sciences, public health, business administration or a field relevant to WASH-related development assistance
• At least ten years of working experience in the development field, preferably in the water and sanitation sector
• Good knowledge of the policies and strategies of the water supply and sanitation sector in Bangladesh
• Extensive experience organizing and facilitating meetings, workshops and seminars
• Good interpersonal, leadership and management skills in implementing multi-party development projects
• Experience with donor-funded government projects or international NGOs
• Good communication skills in Bangla and English
