National Consultant - WASH Technical Expert

UNICEF Bangladesh's Water, Sanitation and Hygiene (WASH) Section is hiring a national consultant for a 12-month, office-based assignment in Dhaka, open only to nationals of Bangladesh. The consultant provides technical, institutional and quality-assurance support across UNICEF's sanitation and WASH infrastructure portfolio, covering sanitation systems, sanitation-market development, faecal sludge management, scheduled desludging, wastewater treatment, construction supervision, QA/QC and sustainable O&M. The consultant also supports construction monitoring, operational readiness and water-quality follow-up for seventeen climate-resilient, solar-powered mini-piped water-supply systems on small char islands in Mujibnagar Union, Char Fasson Upazila, Bhola.

Responsibilities

• Provide technical, institutional and QA support across the sanitation and WASH infrastructure portfolio
• Support sanitation systems strengthening, sanitation-market development, faecal sludge management, scheduled desludging and wastewater treatment
• Carry out construction supervision and infrastructure QA/QC and monitor operational performance
• Support construction monitoring, operational readiness and water-quality follow-up for 17 solar-powered mini-piped water systems in Bhola
• Run technical assessments, field monitoring, capacity development and stakeholder coordination and prepare actionable technical products

Requirements

• Advanced university degree (master's or equivalent) in civil, environmental, water or sanitation or public health engineering, hydrogeology or another relevant technical discipline
• At least 10 years of progressively responsible experience in WASH engineering, programme implementation or infrastructure management, including at least five years of WASH implementation in Bangladesh
• Experience in FSM, wastewater treatment, treatment-facility O&M, scheduled desludging or urban sanitation services
• Practical experience reviewing designs, drawings, BoQs and specifications and in construction supervision, QA/QC and commissioning
• Experience in at least two of: sanitation-market development, enterprise certification, institutional or regulatory strengthening, tariff and financing models, government transition roadmaps, SOP development
• Fluency in written and spoken Bangla and English
• Open only to nationals of Bangladesh
