The National Project Coordinator will coordinate the ILO component of the Joint UN Programme on the Care Economy, 'Strengthening Care Policies and Care Governance System in Bangladesh'. The three-year programme aims to strengthen Bangladesh's care system using the ILO 5R Framework for Decent Care Work (recognition, reduction, redistribution of unpaid care work, and reward and representation of paid care workers) through gender-responsive policies, care-investment analysis, integrated governance frameworks, and improved care-service delivery. Under the overall guidance of the Director of the ILO Country Office for Bangladesh and direct supervision of the Head of Program and SME Development Specialist in CO-Dhaka, the incumbent will be responsible for day-to-day coordination, implementation, monitoring, and reporting of the ILO component, working closely with the Senior Programme Officer of CO-Dhaka, UN Women, government ministries, employers' and workers' organizations, development partners and key stakeholders. This is a national position open to Bangladeshi candidates only. Technical cooperation appointments do not carry any expectation of renewal or conversion to any other appointment type. • Manage operational delivery of the project, including multi-year workplans, budget management, procurement, contracting of service providers, and quality assurance of technical outputs
• Coordinate overall planning, day-to-day implementation, and risk management of the ILO component of the joint care economy programme
• Coordinate design and execution of policy-to-practice demonstration interventions testing integrated care solutions, documenting learnings for national scale-up
• Coordinate context analysis, evidence generation, and policy research on the care economy, including macroeconomic analysis and care-investment modeling
• Provide technical support in developing an integrated national care policy, governance framework, and service delivery coordination mechanisms
• Design, coordinate, and deliver capacity-development initiatives, technical workshops, and policy dialogues on decent work and care governance
• Serve as the primary ILO technical focal point within the joint UN programme, facilitating joint planning and inter-agency coordination
• Facilitate multi-stakeholder consultations and tripartite social dialogue among government, employers', workers' organizations and civil society
• Contribute to partnership development and resource mobilization, including tracking donor priorities and preparing proposal materials
• Lead development of analytical knowledge products, policy briefs, and advocacy communication materials
• Lead results-based monitoring and reporting of the ILO component of the joint care economy programme
• Conduct regular project monitoring missions and site visits to track implementation and evaluate partner performance

যোগ্যতা

• First-level university degree in economics, public policy, social policy, development studies, gender studies, social sciences, labour studies, public administration, law, or another relevant field; an advanced degree is an advantage
• At least 3 years of progressively responsible professional experience at the national level in project or programme management
• Experience in the care economy, gender equality, social protection, or labour market policy is required
• Experience with UN joint programmes, government institutions, and social partners is highly desirable
• Excellent command of Bangla and English, written and spoken
• Strong project management skills, including translating strategic objectives into workplans, budgets, and deliverables
• In-depth knowledge of results-based management, monitoring frameworks, indicators, and analytical reporting
• Proven ability to build partnerships and coordinate government, UN agencies, social partners, and civil society
