FAO is providing technical support to the Government of Bangladesh for the "Technical Support to Sustainable and Resilient Investment towards Agriculture Sector Transformation Program of Bangladesh" (ATP) project under the Ministry of Agriculture. The project is funded by the Gates Foundation, runs for about 28 months, and is executed by the Bangladesh Agricultural Research Council (BARC).

The National Monitoring and Evaluation Specialist (an SC 9 position) supports tracking and documentation of project progress, monitors and evaluates the performance of Letters of Agreement (LoAs) and contracts, and ensures reporting to FAO, the Gates Foundation and the Government of Bangladesh through to project completion. The post works under the overall supervision of the FAO Representative in Bangladesh and the direct supervision of the Technical Advisor, closely with the National Project Coordinator, FAO Bangladesh's technical assistance team and government institutions. The work also includes support to tools for assessing the socio-economic, agro-economic and natural resource base of farming communities in hotspots under the Bangladesh Delta Plan 2100.

• Generate and submit required progress reports in FAO, Gates Foundation and Government of Bangladesh formats and timelines
• Help monitor and evaluate Letters of Agreement with partners such as BARC, DAE and BADC for timely, quality, compliant delivery
• Produce periodic analytical reports on LoA performance, identify bottlenecks and recommend corrective measures
• Help design and implement tools to assess the impact of regional investment plans and technology adoption
• Help coordinate data collection and validation on socio-economic profiling, natural resource diagnostics and innovation performance
• Ensure timely, consistent data sharing and responses to information requests
• Help prepare project completion reports and impact assessments
• Document lessons learned, success stories and case studies

যোগ্যতা

• Advanced degree in Public Policy, Development Studies, Economics or a related field
• 9 years of experience in monitoring and evaluation of development projects
• Working knowledge of English (level C) and Bengali
• National of Bangladesh or resident with a valid work permit
• Familiarity with FAO/donor M&E procedures, data collection software and quantitative/qualitative analysis tools
• Experience in agriculture, innovation systems or investment planning preferred
• Strong command of M&E design, indicators and impact evaluation
• Experience with mobile/online data collection platforms (e.g. KoboToolbox, ODK)
• Experience developing dashboards and visualisation tools
• Prior work with FAO, other UN agencies or international development organisations is an advantage
