Winrock International is hiring a Finance Manager in Dhaka for Systems for Expanded Trade and Uptake (SETU), a five-year USDA Food for Progress project that aims to expand international trade in agricultural goods by improving trade processes and institutions in Bangladesh. The post reports to the Deputy Chief of Party, Operations.

The Finance Manager provides leadership and oversight for SETU's financial management and accounting, maintaining strong financial systems and internal controls and overseeing accounting, budgeting, cash management, payroll, financial reporting and statutory compliance. The role supervises the Bookkeeper and works closely with operations, procurement, HR and technical teams and with Winrock's Home and Regional Offices.

• Manage day-to-day financial operations and keep project systems, procedures and records accurate and compliant with USDA requirements and Winrock policies
• Maintain internal controls over receipts, disbursements and project resources, with proper segregation of duties
• Review payment vouchers, journal vouchers, invoices, travel advances and expense reports before processing
• Support development and monitoring of the project budget, forecasts and cash flow projections, and report variances and risks
• Prepare weekly, monthly, quarterly and annual financial reports required by Winrock and USDA
• Oversee project accounting, bank accounts, reconciliations, payments and payroll-related processes
• Coordinate tax and statutory filings, and support internal, external, statutory and donor audits
• Support NGO Affairs Bureau reporting and coordinate with the National Board of Revenue on VAT exemption procedures
• Review subcontractor invoices and support financial monitoring and closeout of agreements
• Support financial management and documentation of SETU's monetization activities
• Supervise, train and mentor the Bookkeeper, and guide project staff on financial policies and procedures

যোগ্যতা

• Bachelor's degree in accounting, finance, business administration or a closely related field; a relevant master's degree is an advantage
• Professional accounting certification such as CA, ACCA, CMA or CPA preferred
• Minimum 7 years of progressively responsible experience in financial management, accounting or financial operations, preferably on international development or donor-funded programs
• Experience managing finances for USDA, USAID or other U.S. Government funded programs strongly preferred
• Experience managing banking, cash flow, payroll, tax and statutory financial requirements in Bangladesh
• Experience with project budgeting, pipeline analysis, forecasting and financial reporting
• Experience supporting internal, external, donor and statutory audits
• Supervisory experience, including training and mentoring accounting or finance staff
• Strong understanding of Bangladesh taxation, statutory compliance, banking and payroll
• Advanced proficiency in Microsoft Excel
