UNICEF Bangladesh is recruiting a locally recruited national consultant to provide time-bound technical support to its Education Programme and the Generation Unlimited (GenU) agenda. The work strengthens pathways from learning to earning for adolescents and young people, with emphasis on digital learning, market-relevant skills, employability and youth engagement, particularly the further development and contextualisation of the Passport to Earning (P2E) platform and the creation of a government-hosted national aggregator linking young people to learning, skills development, employment and entrepreneurship opportunities. The consultancy is office-based with travel for 12 months, and the full Terms of Reference are linked from the UNICEF vacancy page.

দায়িত্ব

• Deliver technical and implementation products for the contextualization and expansion of P2E and related digital learning and skills initiatives
• Define a technical and operational framework for the national aggregator, including partner onboarding, platform interoperability, API integration, governance and data-sharing arrangements
• Develop tools and approaches for tracking young people's progression from learning and skills development to employment, entrepreneurship or further learning
• Provide technical recommendations and products to support government ownership, sustainability and potential scale-up of the initiatives
• Strengthen the integration of digital and employability skills within formal and non-formal education and improve linkages between education, skills development and labour market opportunities
• Consult government counterparts, private sector and technology partners, development partners, academic institutions and youth organizations as required

যোগ্যতা

• University degree (Master's or equivalent) in business, science, social sciences, statistics, development studies, or another relevant field
• Minimum of 10 years of progressive professional experience in the conceptualization, development, and implementation of skilling-to-earning digital interventions
• English and Bangla language skills
• Proven experience managing partnerships with universities, TVET authorities, government institutions, private-sector actors and technology providers
• Expertise in technology-enabled curriculum and digital learning, including instructional design, online and blended learning and digital credentials
• Practical experience in digital platform management and integration, including LMS, UAT, APIs, Single Sign-On and interoperability
• Understanding of emerging digital innovations for education and employability, including AI/Generative AI and adaptive learning
• Familiarity with data governance, cybersecurity, data privacy, accessibility and inclusive digital design
• Experience in resource mobilization, including concept notes and proposals
• Strong analytical skills using programme data, dashboards and reporting tools such as Excel or Power BI
• Excellent communication, facilitation, negotiation and report-writing skills
• Work experience with a UN agency or similar international organization is an asset
• Experience in developing country contexts is highly desirable
