Who We Are
International Justice Mission (IJM) is a global leader in protecting vulnerable people from violence around the world. Our team of over 1,200 professionals are at work worldwide in over 30 offices. Together we are on a mission to rescue millions, protect half a billion, and make justice unstoppable.
We are a global community that cares for one another. We believe that the way we work is as important as the results we achieve. We provide professional excellence with joy and celebration to all those we serve.
The Need
For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence, we are seeking a Safety and Security Specialist who serves as the principal security resource within the country office, partnering with leaders, programs, and operational teams to manage risk and enable safe, effective mission delivery. The position strengthens local security capability, supports implementation of IJM's security framework, and helps ensure that staff, survivors, witnesses, partners, and operations can pursue mission objectives within an informed and responsible risk environment. The role operates within a matrix structure that reinforces country-level ownership of security.
The Safety and Security Specialist is responsible for day-to-day coordination and implementation. The Regional Security Director has a dotted-line support relationship and serves as an advisor, mentor, coach, and escalation resource. The Regional Security Director does not supervise the Specialist and is not accountable for country-level security outcomes.
The role is based in Dhaka, but will provide support nationally, including travelling to each of IJM’s future program locations (Khulna, Barisal and Mymensingh).
Responsibilities:
Program and Operational Security Enablement:
- Partners with program and operations teams understand planned activities, identify security concerns early, and develop practical options that allow work to move forward safely and responsibly.
- Provides security input for casework, survivor and witness engagement, investigations, events, travel, partner activities, office changes, and new initiatives within the scope of the role, escalating complex or higher-risk matters to the RSD.
- Maintains regular engagement with office leadership so security considerations are integrated into planning and decisions rather than applied after plans are finalized.
Security Risk Management and Local Planning:
- Monitors the operating environment and communicates relevant changes, threats, and implications to office leadership and the RSD.
- Coordinates development and maintenance of the office Security and Safety Risk Management Plan, supporting procedures, risk register, mitigation actions, emergency contacts, and contingency arrangements.
- Conducts or supports routine security assessments and tracks approved mitigation measures through completion, while referring matters requiring risk acceptance, significant resources, or policy exceptions to the proper authority.
Incident Management and Crisis Preparedness:
- Serves as the first local coordination point for security incidents, ensures prompt reporting through approved channels and systems, and supports staff accountability, information gathering, notifications, and documented follow-up.
- Escalates incidents in accordance with established thresholds to the Country Office Leader and, where appropriate, the RSD, and supports response actions under the direction of the designated incident lead.
- Maintains office crisis-readiness tools, supports drills and simulations, and contributes accurate timelines, actions, lessons learned, and mitigation follow-up after incidents or exercises.
FSOM Implementation, Standards, and Assurance:
- Coordinates field-office implementation of the Field Security Operations Manual, approved global standards, and related procedures so that minimum requirements are translated into practical local routines.
- Maintains implementation evidence, identifies gaps, and supports periodic reviews led by the Country Office Leader, with advice from the RSD when needed.
- Recommends practical improvements based on operational experience while escalating proposed policy changes, exceptions, or significant control changes for review and approval.
Training, Briefing, and Capability Development:
- Delivers or coordinates security onboarding, context briefings, role-specific training, exercises, and refresher activities for staff, visitors, security focal points, and relevant partners.
- Maintains training and exercise records and identifies capability gaps for discussion with the RSD.
- Participates in approved GSS learning programs, including the Field Operations Security Academy and train-the-trainer activities, and applies learning to strengthen local capability.
Security Systems, Reporting, and Operational Administration:
- Maintains accurate local security records, incident information, assessment files, contact lists, training records, equipment records, dashboards, and recurring reports in approved systems.
- Supports implementation and responsible use of approved global security tools and technology at office level, coordinating issues through the Country Office Leader and consulting the RSD when regional support is needed.
- Provides timely and reliable information for regional and global reporting and protects sensitive information in accordance with applicable requirements.
Stakeholder Coordination and Organizational Learning:
- Maintains productive working relationships with office leadership, program teams, operations staff, the RSD, approved providers, and relevant external security networks.
- Contributes field experience, lessons, tools, and effective practices through the Global Security Community of Practice and regional learning channels.
- Supports a culture of shared ownership in which leaders remain accountable for security outcomes and staff understand and carry out their individual responsibilities.
