icddr,b is an international health research institute based in Bangladesh. Since its establishment in 1960, icddr,b's research focus has expanded beyond cholera and diarrhoeal diseases to a broad range of public-health challenges in Bangladesh and globally, and it has received international recognition including the Gates Award for Global Health (2001) and the Conrad N. Hilton Humanitarian Prize (2017).

The Opportunity: icddr,b seeks an accomplished, strategic and collaborative Director, Finance to provide leadership and oversight of icddr,b's financial strategy, operations and governance. Reporting directly to the Deputy Executive Director, the Director, Finance will lead a multidisciplinary finance team and work closely with the Senior Leadership Team, Division Directors, Principal Investigators and donors to ensure sound financial stewardship and long-term organisational sustainability. The role covers strategic planning and development, financial planning and analysis, financial operations management and reporting, financial systems and process improvement, project fund management, risk management, audit and compliance, treasury management, and leadership and team development for the Finance function.

Compensation: This internationally recruited position offers a competitive salary paid in US Dollars. The successful candidate will receive an initial three-year contract, including a one-year probationary period; contract renewal is subject to satisfactory performance and funding availability.

• Provide strategic leadership and overall direction for icddr,b's Finance function, aligning financial strategy, resource allocation and financial management with icddr,b's mission and research priorities
• Serve as a trusted financial adviser to the Executive Director, Deputy Executive Director, Senior Leadership Team, Finance & Audit Committee and Board of Trustees
• Lead development and implementation of icddr,b's long-term financial strategy, multi-year financial plans, annual budgets, forecasts and scenario analyses
• Lead organisation-wide financial planning and performance management, and establish consistent budgeting assumptions and monitoring arrangements
• Oversee accounting, financial reporting, accounts payable/receivable, project finance and related financial operations
• Ensure accounting policies and financial reporting remain aligned with IPSAS and/or IFRS and applicable laws, donor obligations and icddr,b policies
• Lead the strategic evolution and modernisation of the Finance function, including ERP systems, digitalisation and process improvement
• Provide strategic oversight of grants, contracts and collaborative research agreements, ensuring sound financial stewardship, cost recovery and donor compliance
• Oversee material financial risks (funding, liquidity, foreign exchange, investments, fraud, compliance) and maintain effective segregation of duties and controls
• Provide executive oversight of statutory, external and donor audits and ensure timely resolution of findings
• Oversee cash-flow forecasting, liquidity management, banking relationships, foreign-exchange exposure, reserves and investments
• Lead and develop the Finance function's team, building a high-performing finance leadership team and fostering a culture of integrity and continuous improvement

• Master's degree in Accounting, Finance or a related discipline
• At least 15 years of progressively responsible experience in accounting, finance or financial management, including at least 5 years in a senior financial leadership role
• Fellowship of a recognised professional accountancy body (FCA, FCCA, FCMA or FCPA) is mandatory, with current membership in good standing
• Demonstrated experience managing complex, multi-million-dollar budgets and multiple funding sources in an international, donor-funded organisation
• Substantial experience in financial planning and analysis, accounting, management reporting, treasury, audit, internal controls and financial risk management
• Demonstrated experience in grant and contract financial management, including donor compliance and cost recovery
• Strong working knowledge of IPSAS and/or IFRS
• Proven experience leading financial process improvement, organisational change and ERP implementation or optimisation
• Excellent written and spoken English
• Desirable: experience in an international health research institution, university, development organisation or not-for-profit; IPSAS certification; experience with Microsoft Dynamics 365, SAP, Oracle Financials; knowledge of Bangladesh's financial/taxation/regulatory environment
